Can be done in all versions of PSP
You'll need Simple filters (quick tile) or 20/20

Open a new transparent window 200 x 200 and floodfill it with the foreground color you are going use on your webset. In this case I use #790933. Set your background color to either #FFFFFF or if this is to bright to #cf5583.

Activate your gradient and apply these settings

You can play with the angle of your gradient to the one you like to have on your page. Floodfill your image and apply Simple filters : quick tile.

Apply a texture and that's it's piece a cake !
