I was making a background for my freehand tag when i discovered this effect.

For this tutorial you will need PSP7
20/20

Lets get started. Open a transparant image 200x200 and floodfill it with the color of your choice. I have picked #0000C0. Go to your airbrush tool foreground set to #FFFFFF background set to null. Draw a few lines on your image like this

Go to your retouche tool and select smudge apply these settings, smudge out your lines a bit.

Go to Effects - Texture effects - Fur apply these settings

Sharpen - copy your image

Open your 20/20 paste your image and make it seamless

Save your tile and you are done ! Endless possiblities here !
